Making San Francisco more affordable starts with making it less expensive to run a small business here.

Prop C will lower small business taxes and help shops, restaurants, grocers and other businesses hold down prices and make San Francisco more affordable for everyone. By exempting most small businesses from local taxes, Prop C will help neighborhood small businesses stay open. It will mean fewer empty storefronts, more local jobs, and preserving the unique character of our neighborhoods.

San Francisco’s economic comeback has just begun, but we all have to work hard to keep it on track!

About Proposition C

Supports Neighborhood Businesses

Prop C would benefit local restaurants, retail stores, coffee shops, and groceries by keeping more money in the hands of neighborhood employers. By exempting most small businesses from local taxes, Prop C will help San Francisco’s neighborhood small businesses stay open. This will help reduce vacancies and revitalize commercial corridors.

Ensures Fairness in the Tax System

This creates a targeted and predictable structure for contributions and balances a relief for small businesses with continued investment in city services, not a blank check for government spending.

Builds on Existing Progress

This accelerates and locks in previous approved tax reforms. Prop C would advance the goals of Prop M from 2024 and supports San Francisco’s recovery without compromising its economic competitiveness

Expands Small Business Tax Relief

Prop C raises the gross-receipts threshold for the small business tax exemption to $7.5 million. It aligns the tax code with the City’s official definition of a small business while allowing thousands more businesses to qualify for full exemption.

San Francisco is coming together to support Prop. C

Proposition C, The Small Business and Economic Recovery Act, delivers immediate, targeted tax relief to small businesses while supporting long-term economic growth. It will update outdated tax thresholds and ensure fairness across the system, helping small businesses thrive while asking large corporations to contribute their fair share
